Mindanao State University at Naawan continues to promote inclusive and accessible higher education through institutional programs, financial assistance mechanisms, and community-supported initiatives that help students overcome economic barriers throughout their university journey. These efforts reflect the University's commitment to providing opportunities for students from diverse socioeconomic backgrounds while creating an environment that supports their academic success and overall well-being.
Access to higher education is strengthened through the implementation of Republic Act No. 10931, or the Universal Access to Quality Tertiary Education Act, which enables qualified students in state universities and colleges to benefit from free tuition and other school fees. MSU at Naawan also considers socioeconomic circumstances as part of its admission documentation, with applicants submitting an Income Tax Return, Certificate of Exemption from Income Tax, or Certificate of Indigency, as applicable.
The University further provides students access to a wide range of scholarships and financial assistance programs from government agencies, private organizations, and institutional sources [MSUN Brochure]. These include scholarship and assistance opportunities from the Commission on Higher Education, Bureau of Fisheries and Aquatic Resources, Department of Science and Technology, National Commission on Indigenous Peoples, Development Bank of the Philippines, and other partner organizations.
MSU at Naawan also maintains internally supported programs such as Academic Scholarships, Special Incentives for Academic Excellence, Talent/Skill Study Grants, Cultural Minority Grants, and the Student Assistantship Program. These initiatives provide additional opportunities for students who may require financial support while pursuing their studies.
Recognizing that students' financial challenges extend beyond tuition and academic expenses, the University also implements initiatives that address basic needs. PUKOT-Fed, for instance, contributes to student welfare by providing food assistance and helping address food insecurity among students.
Complementing these institutional efforts is Operation BUGAS — Bringing Unity, Generosity, Aid, and Support, an alumni-led initiative spearheaded by MSU at Naawan alumni who are also members of the University's faculty. The initiative was established out of the alumni's shared experience of the financial challenges of student life and their desire to provide assistance to current students.
Operation BUGAS primarily provides rice assistance to MSU at Naawan dormitory residents experiencing financial difficulty, with a long-term vision of extending support to other student boarders and communities. Its implementation emphasizes fair distribution, transparency, and collaboration, while strengthening connections between alumni and current students. The initiative demonstrates how members of the MSU at Naawan community continue to contribute to student welfare even beyond formal institutional programs.
Housing is another area through which the University supports students. Under its Residential Services Policy, MSU at Naawan establishes mechanisms for evaluating and monitoring student housing facilities to ensure that accommodations are safe, sanitary, accessible, affordable, and conducive to learning. The University maintains standards covering residential facilities, safety, sanitation, rental fees, and student welfare, helping students identify suitable accommodations within and around the campus.
The policy specifically provides for the identification and recommendation of student housing that is safe, clean, affordable, accessible to students, and conducive to learning, recognizing the important role that appropriate living conditions play in students' academic success and holistic development.
Together, these efforts create a broad support system that addresses several of the challenges faced by students from economically disadvantaged backgrounds. Through free higher education, scholarships, financial assistance, student assistantships, food support, affordable housing mechanisms, and alumni-driven assistance, MSU at Naawan and its wider community contribute to reducing financial barriers that may affect students' participation and continuation in higher education.
These initiatives demonstrate MSU at Naawan's continuing commitment to widening access to education and cultivating a supportive academic community where students are provided opportunities and assistance not only to enter the University, but also to progress toward the successful completion of their studies.
